I am not a pc tech wiz but, can someone help and explain as to why my clock speed is stuck at 0.52 Ghz? I recently bought a new amd ryzen 5 5600x and installed it no problem. I was able to boot up windows just fine and noticed that the clock speed was stuck. I checked in amd ryzen master as well as hwinfo64 and the only way I was able to boost the cpu was to disable prochot in ryzen master. Temps are sittings between 32 degrees to 35 degrees celsius so I am not sure what is going on. If it helps, I did update the bios to the latest version before installing the new cpu. I also benchmarked my cpu using CPU-Z but clockspeed was just as low.

CPU: AMD Ryzen 5 5600x
Motherboard: MSI B450 Tomahawk
RAM: CORSAIR VENGEANCE LPX DDR4 RAM 32GB
GPU: AMD Radeaon 6650 XT
This is what I have done so far:
Clean installed Windows
Updated all drivers offered by Windows update
Updated all drivers individually prior to using Windows update
Updated BIOS
Took apart hardware and cleaned any dust out
Reapplied thermal paste
Updated Chipset Drivers
Cleared CMOS
Flashedback between different Bios Versions to see if that would help
Switched between two different CPU coolers
