As far as I know AMD GPUs support Conservative Rasterization since RDNA which is also exposed in Vulkan and DX 12. However it's not in OpenGL.
Implementing the existing GL_NV_conservative_raster extension would be very little effort.
Conservative Rasterization is used in well known computer graphics algorithms like Voxel Global Illumination and emulating it in geometry shaders is slow.
I would appreciate if this functionality (and perhaps related one like GL_NV_conservative_raster_dilate?) makes it into upcoming driver releases!
