Amd Radeon HD 7670M Problem

In like 2021 i had windows 7 installed in a Dell inspiron 3521
specs: 4GB Ram 500GB HDD intel core i3 3217U and AMD RADEON HD 7670M

I installed windows 10 in my laptop and realized The Amd radeon hd 7670M is not supported in windows 10 so in 2023 i installed windows 8
and then installed the Gpu driver and then the Amd radeon hd 7670M started working but in like 20 seconds a blue screen of death happens
i reinstalled the driver and it happened again so i tried reinstalling the driver it wont it crashes at the detection part so i went back to windows 7
and the GPU still wont install the driver with the stop code (10) this device cannot start (10) with the name Standard Vga Graphics Adapter

I would go here and see if Dell has updated support for your laptop.  If that doesn't resolve your graphics problems, I would try the AMD website to search for a driver that might work for your older laptop.

If you can give up on Windows totally, then I suggest you install a version of Linux.  I've had good luck installing Linux Mint on several older computers and the software is free.  If you must have Windows running, I recommend a new laptop.

If you restore your Dell laptop to factory default ( Resets everything back with its original software that was installed when you purchased the laptop) and the HD 7670M continues to crash or not start up is a strong indication you have a hardware issue, possibly a bad HD 7670M GPU chip or laptop motherboard.

Logically if you restore the laptop back to factory defaults with all it original partitions and software installed the laptop should work normally including the HD7670M.
