Gpu Fan speed wont change (very loud at idle)

A few days ago i built a new computer, the 2nd day when i turned it on it was much louder than the previous day. it seems to be from the gpu (XFX Speedster MERC310 AMD Radeon RX 7900XTX). I turn my pc on and the fans are loud and running at high speed, the adrenalin software says they are at 3400 RPM i try and change them but they dont quit down. My gpu is only at 24 Degrees. if i am not listening to anything or playing a game i can hear it through my headphones.

If you are using any 3rd party oc or fan control apps, reset and disable them.

Or if any Adrenalin tuning/fan control, reset to default to see if issue persists running from the cards built in fan control.

disable all third party that control your fans and try only use Adrenalin fans configuration, see if it helps.
