Did you try changing it in the Windows display settings? You can right-click, and then click display settings, towards the bottom is advanced display, click on that and you should be able to change the refresh rate there. After that, you should be able to choose the proper refresh rate. Let me know if that works, if not I'm sure we can find a way.
