7900XTX Computer crashing over 60 FPS

I have been trying to resolve various issues with this computer for months, so if anyone has additional ideas beyond what I've already tried please let me know. My main concern right now is problem 1, but I'm including the other 2 in case they could be related or have the same root cause. I know I'm missing something, but I can't figure it out.

 

Problems:

1. I recently upgraded my monitor to one that can go over 60hz, and now I have found that I can no longer go over 60FPS in-game (multiple high-demand games) without the computer crashing to black screen, closing all open programs, and returning to desktop after 30 seconds. If I set the game to limit FPS to 60, it stops crashing. If not limited, I experience graphical glitches then crash.

2. The computer occasionally hard-crashes while watching youtube videos, requiring manual shutdown as all programs stop responding.

3. The computer occasionally suffers BSOD caused by power state driver failure.

 

Correction efforts so far (no particular order):

  • Updated BIOS
  • memtest86 v7: no errors in memory timing
  • Undervolting GPU
  • DDUd drivers and reinstalled multiple times
  • Installed 7900XTX drivers without adrenaline software
  • Fresh install of Windows
