You plan to produce an equivalent of GeForce GT 1030 Silent Low Profile? Something cheap with passive cooling? Would that be a good idea?
It is up to the board partners (Sapphire, Asus, etc...) to design their own custom versions, AMD has no input on if they do a fanless version.
AMD has the radeon 5450 which is a very basic graphics card that you can get cheaply on www.ebay.com but nothing more modern.
My R5 2400G beats the GT 1030 so that card makes no sense in the marketplace
