I noticed that laptop originally came with Windows 7. Did you upgrade to Windows 10 or 11 by any chance?
A laptop with an Intel CPU and AMD Discrete GPU card you must FIRST update all of the Intel Drivers especially the Intel Graphics and CHIP Set drivers.
You can go to Dell's Support Download driver page and do it automatically or manually from here: https://www.dell.com/support/home/en-ae/product-support/product/latitude-e6440-laptop/drivers
Or you can download and run Intel own driver updating app.
Also make sure you have the latest BIOS version installed.
Once all of your Intel Drivers are up to date especially the Graphics and Chip set drivers including the BIOS try installing FIRST Dell's own OEM AMD Driver and see if everything works normally without issues.

Each time you remove the AMD or Intel Graphics driver use DDU (Display Driver Uninstaller) with the internet disconnected and deleting, if created, AMD Driver Installation folder at C:\AMD BEFORE installing any new AMD Drivers.
