Windows 11 performance monitor disagrees with Adrenalin Edition performance metrics.

As you can see from the image below the Windows 11 performance monitor show 100% CPU utilization (i.e., background) whereas the AMD Performance Metrics show around 45% (i.e., foreground). Why are they different? When I change the Windows 11 performance monitor from overall CPU utilization to logical processor all 16 boxes show 100% each.
Note that I have seen the AMD Adrenalin Edition Performance Metrics hit 100% every once in a while.
Environment:
Window 11 Pro
AMD Ryzen 7 5800X 8-Core Processor with 128 GB of RAM
The workload is webODM which is a mapping software which creates photogrammetry

CPU metrics is known bug in Windows 11 for many programs.

On 10 that thing is buggy too.

For ex some games can t show the correct fps average and for me is very easy to see how adrenalin lie to us. 

If i run a game 99% time at 75 fps how is possible to show me in adrenalin only 29 fps average lol
