I noticed this starting after the April CU. I thought it was a bug at first, but when it happened twice more, I thought the Windows welcome experience option had been re-enabled, as Microsoft is wont to do, but it's still unticked in Notifications. I haven't come across any articles or forum posts describing it either.

Maybe try enabling and disabling it in the registry and it might go away?

I have on a couple of machines with clean installs of windows too
