Why do I need to verify my processor in order to redeem my code?

There's absolutely no reason I should have to do this. I purchased a ryzen 5 2600 because I refunded my tom Clancy's the division 2 pre-order assuming i'd be able to get my processor and save some money but now you're telling me I can't redeem it as I don't have all the parts? I'm buying parts as I get the money so I can't run the cpu to redeem the code. I want some sort of support as I've gotten nothing so far.
