What's the deal with thunderbolt 4?

The hardware I have that I am trying to connect are as follows:

- Monitor: Dell U2724DE (thunderbolt 4 hub support)

- SteamDeck

- Laptop: Stellaris Slim 15 AMD (8845HS)

- Operating system: Fedora 41 (Linux only discussions please)

When I try to connect the laptop to the monitor neither the display nor the charging work, and the people from tuxedo say it is not supported because of the monitor is running as thunderbolt 4. But when I connect the steamdeck to the monitor, both display and charging work, despite it also being an AMD processor. What is going on here?

- Shouldn't the monitor try the thunberbolt 3/usb-4 connection as fallback, which would support the laptop?

- Would different cables like a thunderbolt3 cable change things?

- How is the steamdeck able to connect in this case?

- Is the OS involved in this process, or does the amd driver have some differences there?
