Ryzen 9 3950X Under Load

Hello. I have a system with these specs.

Asus Tuf Gaming B5550M-Plus Wifi II 

Ryzen 9 3950X

Thermaltake Toughair 510

I was just curious how hot the CPU would get if I ran AIDA64 Smallest FFTs torture test, and I wanted to see if everything looked normal in HWinfo64.

I noticed the CPU PPT Limit was only 86% while under 100% load. 

I ran the test for 30 minutes and the thermals looked great, but I want to know if my CPU is being fully utilized by these tests. The CPU Package Power seems low compared to the graphs I have seen online. 

The BIOS is running basically stock with XMP, and the required TPM and UEFI to use Windows 11. 

I am aware it isn't hitting the single core boost, but that is because I started HWinfo64 after I started the AIDA64 torture test. I also used OCCT to check the power being drawn and it was pegged at 120 watts during the majority of the test. While I haven't noticed any performance issues for my use case, game servers and watching TV on Netflix, Hulu, etc. I did see online this chip pulls a lot of power when it is under 100% load.

Am I looking at the wrong sensors? Could the fact that it only has a single 4+4 pin connector on the motherboard be starving the CPU for power when under load? Does this look normal for this combo B550 and Ryzen 9 3950X? Any and all input would be appreciated. 

Before anyone chimes in about the 16GB of RAM, I am aware 16GB is just not enough RAM to consider this a "balanced" system. I'm working on that. With the current income I have, things are too tight to drop the cash necessary to upgrade right now.
