As it says in the title, when I'm watching videos on Youtube or even Twitter, or watching streams on Tiwtch, a black bar starts flashing at the bottom of the screen, I'm not using a GPU, just the Vega 7 from the 4600G. I tried reinstalling the drivers, but it still gives me this bug.

Have you tried slowing your ddr speed yet? Even by 100 m/t. If your at 3600 set them to 3500 or 3400 “1700mhz”. Had yt video issues like flickering after an hour of playback. Really odd looking display flicker too. Sometimes the mouse would just disappear too. Random stuff going on..
I have same problem, does your monitor have 1920x1200 resolution ?
I have solved the problem, you have to enter the AMD graphics manager and select the Radeon Image Sharpening option, this prevents the videos from cutting off and the screen from flickering but I would like to find another option that does not activate this option, because there are programs where having this option activated greatly saturates the sharpness of the image and makes everything look a little more saturated
I solved this problem recently this problem which come in YouTube and any other video playing sites except ads every videos played on any sites flicker down screen.it happens due to heavy processor because your processor is heavy but windows can't able to process videos properly.
Solutions is 1. Download latest processor GPU driver online through and offical site
2. After installation restart your pc
3. Open amd adrenaline software or any other AMD GPU installed software.
4.there you search( GPU Scaling)
5.Enable it and then restart.
Your problem will solve.
This solved the issue for me -- VERY many thanks, as this has been bothering me since I got my PC set up
Cheers
