That seems pretty good/normal to me. I have a RX 480 and its' default thermal throttle is around 90C degrees, but I would say as longs as you stay below 84C you are pretty safe from thermal throttling even taking place.
What depends is how quick it reaches that temperatures versus the fan-speed at that temperature. For example, if your card is at 74-75C with dynamic fan-speed currently at 80% after long gameplay then it is pretty good, but when it starts hitting 84C with 85% fan-speed you are going to get close to some throttling- (power or thermal) and possibly BSOD.
But those temperatures seems good and safe, and rather leave the fan-speed and power on default since it provides the best balancing in performance, power draw, clock-speed and temperatures
