Red Devil AMD Radeon RX 570 Loud Throttle During Gameplay

I did get this card to work.t upgraded to W10. seems to be working fine....but when I play a game, like STO or D3, it seems to throttle high, but the temps stay at 53-55c. is my card defective? is this something I should be worried about?

now so far the only two games this has happened with are STO and D3. my other games don'tcausethe high throttle.
