Question about scalpers?
Why are scalpers allowed to sell product on Amazon at double the MSRP? Does Amazon not have any control over the pricing on their own website?

Nope. Law of "supply and demand" applies unfortunately. Now if it were medical supplies, there would be a legal problem. Remember the GPU cyber currency mining rush where all the GPU's were at ridiculous prices? Like I sold an R9390 in 2018 for $400 used, some went for $500. It's the same deal now. There are none available from e-tailers or retailers, so it's the "Wild West" with prices. Even Newegg has RX 5700 XT's at $500-700, if one's in stock. Last week I could've gotten one for $409 after a rebate.
