Hello, I live in Portugal and it is not possible to order or buy a product from the Buy direct form AMD, 

(Processor and GPU) why ?

AMD Store does ship directly to Portugal: https://www.amd.com/en/support/kb/faq/amdonlinestorefaq

The problem you are probably having is that those AMD Hardware (GPU & CPU) may not be availabe due to shortages or being out of stock.

Many other AMD Customers are having the same problem as you are in ordering GPUs or certain CPUs from AMD Store.

Availability is low, and demand is through the roof. Their system also cannot apparently handle the load, with so many trying to get GPU's. After probably 2 months of trying, I was able to beat the bots, and get an RX 6800 ordered.

The problem is that even if there are stocks (CPU or GPU) I cannot validate the purchase, when I validate instead of going to the order finalization page and I return to the page Buy direct from AMD.
