The problem was that the clips fell into the bottom.
For my AMD fan, (I am unsure which one specifically) has screws that have springs on it. The springs constantly push up and no matter how I try to screw them down, they do not move at all. The posts I've looked at have told me to keep screwing until it reaches the holes, but it does not go down at all, so it cannot reach the required place.
