Is the Vulkan API really better on AMD GPUs?

A bunch of my friends and I are trying to figure this out, we all bought AMD GPUs the last time after years with nvidia and we've played Red Dead Redemption 2 on both GPUs.  Last year the game ran great on Vulkan with the odd crash that never could be explained

Nothing ever really solved it for us. So last month we started playing again and to get around these crashes we run it in DX12 mode but I can tell the difference with texture loading and pop in when the camera moves fast in certain areas.

Rockstar has their suggested commandline switch to fix the ERR GFX STATE crashing that wasn't a smoking gun fix either.  But I'm curious about anyone here, AMD reps or not, what's the general consencus about Vulkan and AMD? Would love to hear from AMD reps!

Well, Vulkan was creation that sourced originally from Mantle, that was created by AMD iirc. 
So i wouldn't be surprised that it runs better on AMD card.

Won't say for sure about RTX 3000 and 4000 series, but i always managed to stumble on unexplaineable issues with Vulkan in Path of Exile on my 1060 and 2060 (less on 2060). To be fair, 1060 couldn't even run Vulkan, while 2060 was better running DX12. 
On my 6750 XT i just setup Vulkan for PoE because it is so much better. Easier time with CPU load and higher FPS (would say about 5-10% higher than DX12 for me, i suppose).
