HD 7770 won't initialize t startup ?

Hi ppl !! About 2 months ago i've been dealing with a strange issue with my HD 7770 Card, Problem is : Everytime my pc is fully shut down, when i try to start it, The pc itself boots up properly but the gpu never initialize ''No initial BEEP at startup'' .The only way to make it work is to Press power button then a second after press restet, the it beeps and initialize !

Any ideas on whats wrong here ? Bios issue? graphic card itself ? power issue? Its strange since the hd 7770 works very well, only need a quick reset every startup to power up correctly !

Any inputs is very appreciated guys

is your PSU from the same time you bought that 7770?

if yes - change your PSU - it could be faulty

PC: R7 2700X @PBO + RX 580 4G (1500MHz/2000MHz CL16) + 32G DDR4-3200CL14 + 144hz 1ms FS P + 75hz 1ms FS
Laptop: R5 2500U @30W + RX 560X (1400MHz/1500MHz) + 16G DDR4-2400CL16 + 120Hz 3ms FS

Found my issue !, tried few solutins till a simple one, control pannel / hardware and sound / power options/ choose whant power/reset buttons do, unclick fast startup.... done !!!

Only thing i dont understand is why ive had the same issue under linux too.. then went back to windows ,same issue, this power option modifies the bios i guess to fix a startup issue !?
