Graphics card problem

I bought an AMD Firepro W5100 graphics card. The problem is that I plugged it into the motherboard but nothing appears on the display. The fan on the graphics card is spinning but nothing comes on the display. When i reconnect the monitor cable to the integrated connector, the device manager does not indicate a video card or new hardware.
 The specs of the Pc:

Mobo: MSI 760GM-P23 (FX)

Ram: 1x Kingmax 4GB DDR3-1600

           1x Crucial 4GB DDR3-1600

GPU: AMD Firepro W5100 4GB

PSU: Akyga AK-B1-420 (420W)

SSD: OCZ VERTEX 2 (60GB)

HDD: Seagate Barracuda 7200.12 (320GB)

The AMD Firepro W5100 is a PCIe gen 3.0 card and the MSI 760GM-P23 (FX) is only a PCIe gen 2.0 bus. Check the BIOS version installed on the motherboard and check for BIOS setting regarding primary display output to ensure PCIe is not disabled. Also make sure your chipset drivers are up to date.

Well the latest Bios version from 2015 are installed. And in the Bios settings Pci-E set to primary graphics adapter. And the latest chipset drivers are installed.

Was this a new or used card? Is it possible to test the card in a different system?

This is a used card. I bought it for $37. The person who i bought it from said that it worked perfect when he used it last time. Unfortunately i don't have another mobo.

Reseat the GPU – Ensure it’s fully inserted in the PCIe slot. Check Power Supply – The FirePro W5100 doesn't need external power, but a weak PSU can cause issues. Test with a better PSU. BIOS Settings – Set PCIe as the primary display in BIOS. Clear CMOS – Reset BIOS settings by removing the battery for a few minutes. Try Another Slot/PC – Test the GPU in another system to rule out a dead card.
