I am looking to buy OEM graphics cards without radiator/fans, and display ports. Any suggestions? would like a sample order of around 100 cards.
afaik the cheapest strongest fanless GPU with Displayport is Nvidia 1030 for around 85$
the cheapest strongest AMD GPU that isnt "Legacy" is AMD FirePro S10000 for 350$ - and its not for gaming...
Nvidia seems to have the most model for Passive Cooled GPU cards. But did find this one RX460 that is still supported by AMD.

I answered a similar question from another User previously and remember that AMD did have some Passive GPUs but very few. Most as you mentioned are legacy GPUs.
Nvidia seems to have several modern Passive GPUs compared to AMD.
Lets say i want to buy RX5700XT or better, without display plugs, fans or radiator. Just the complete PCB. Would that be possible?

I am not sure but I believe I found something similar to what you are asking. It is AMD Embedded GPUs in a PCB Board that you install in computers.
