Games not utilizing 100% GPU/CPU but benchmarks do?

Everything ran at 1440p ultra settings. SAM is active, i have radeon set to auto overclock.

Hello all! I am running into a strange issue. I run synthetic benchmarks like heaven and i see that cpu/gpu utilization is at 100% and is working great, when i play games it just isnt the case. I'll use sons of the forest for an example. I have seen so many benchmarks of people getting 100-130fps, with my cpu/gpu combo or equiv., avg anywhere in the game but i cant seem to break outside of 70-80 FPS and my CPU(every single core)/GPU utilization are hanging anywhere between 50-70% it never gets to 100.  Is there a setting im missing? I dont think its a power issue since im pulling over 400w gpu under the synthetic benchmarks. I was getting even worse performance when i left the memory clocking to auto and it was only setting it to 2400mhz, but i forced it to be 3200. Do i need to use DOCP?
