Cloning monitor and maintaining higher refresh rate and settings

I have an extremely weird issue that I can't seem to resolve. I have a AMD 6900XT graphics card and run a two pc set up with an elgato HD 60S capcard sending usb data to the second pc (not relevant for the use case).

I have two screens on my gaming pc + the cap card.

Output 1: TV

Output 2: The gaming screen 240hz 2560x1440

Output 3: Elgato HD 60S which only supports up to 1920x1080 at 60hz.

I have previously been able to clone the elgato output to the gaming screen thus enabling me to play at 2k resolution at 240hz while having my hd60 get a cloned feed which is put out at 1080p 60hz. In the radeon software it's clear that the displays are cloned (dp 1 and 2). In windows I can clearly see all 3 screens and they are receiving the correct output.

I have enabled virtual super resolution on the HD60S.

In-game I seem to be locked to 1920x1080 regardless of what I do. I have no idea how to solve this, and this set up was previously working until I had to unplug everything.  

Not to antagonize anyone but making this work is infuriatingly hard whereas on NVIDIA cards this process takes less than 1 minute.
