Cant access max clock speed in RX 6650m XT

Official declared gpu's Boost Clock speed is about 2400 MGz. But in GPU-z it set in 2122 MGz (see image) and i get max about 2000-2100 in heavy games even at high presets in 2k. Is there a way to reach the declared clock speed (to 2400 MGz)? Or that official specs mistake (even just RX 6650m has Boost clock speed 2400 MHz in GPU-z)

The decission was obvious: i turn on max. productivity in power supply settings of win11. So i saw about 2350 MGz. Example and key aspect (i suppose):

Mb you should)

At leats pc gpu cant be over/down clocked or downvolted in comparison with laptop ones

Lol since last time the gpu even was capable to reach about 2550 MHz (more then its declared)
