I solved this by updating the drivers using the windows device manager. Later on i found out that i had corrupted files in windows defender (with sfc /scannow in cmd). I did a clean install to fix all the issues eventually.
Tried everything people said, still having the error 211 ;-;
19.12.3 is now available, try that one

Amd developers using GoogleAnalitics and they know this issue but there is no solution yet.
İm also tried DDU and Amd Cleaning Utility not worked.
You can read anything in to anything... I guess...to me it looks like windows update failed to check/load a driver. Access denied. How sad. Do you have your Win set to not update automatically ? Any how this post is in the wrong forum...
