7900xt performance/usage issues

I just upgraded from a 3070 to a gigabyte 7900 xt and ive noticed that in almost all of my games my gpu usage is around 40-80% and even if its almost at 80-100% usage im not getting a performance boost over my 3070.
Now to go over some points:
1. my cpu (5800x pbo all core -5 offset 48gb ram at 3800mhz) usage in almost all of my games doesnt go over 50% and with the lower gpu usage my cpu usage also goes down so i dont think its a cpu bottleneck especially since I would consistently get higher fps with a weaker gpu
2. I have a 1440p 260hz monitor and I have noticed that In games If I increase the resolution scale past my native refresh rate i get a boost in usage AND fps but changing other settings like shadows, AA, etc dont do much to impact gpu usage or fps.
3. I originally tried the card after using DDU but I noticed the issues so I reinstalled windows to make sure there was no conflicts and Im still having the issues.
4. examples of games where i have issues: The surge, snowrunner, cyberpunk, dying light 2, state of decay 2, palworld, the surge 2 (sometimes will spike in usage but fps is not much higher than my 3070 even in peaks)
5. examples of games that worked fine: pubg, red faction guerilla remastered, battlebit (still has low usage but im getting like 400 fps), insurgency sandstorm, titanfall 2
6. all of these games are being tested at 1440p max settings
7. im using a daisy chained psu cable for power because im using an itx case and I cant fit another cable but I ran a stress test and it pulled 400w with an OC with no issues
8. I have tried geekbench 6 opencl and vulkan and the card scored similarly to other 7900xt. I also tired cinebench r24 and got a gpu score of 6000 but then I reinstalled the drivers and got 12000
Hopefully I havent left out anything but if anyone has any suggestions or question please let me know and thanks in advance

Here are a few suggestions: ensure you have the latest drivers installed for your 7900 XT, as outdated drivers can cause performance problems. Check your power supply, as daisy-chained PSU cables can sometimes cause issues; if possible, try using separate cables for each connector. Adjust your in-game settings and use AMD's Radeon Software to optimize performance. Monitor your GPU usage and temperatures during gaming sessions.
