I want to build a system around a Ryzen 7 2800H but I can not find any place selling this chip. It has been almost 8 months since it has been announced.

The 2800H is a mobile processor, so you won't be able to buy it unless you are a notebook OEM.

BlackZion is correct. That Processor is considered to be a OEM/TRAY Processor according to CPU World:

What is an OEM tray processor?
"OEM/Tray" processors are those bought wholesale by a manufacture, and thus are not in retail boxes. Intel ships the processors to OEMs in trays so they are refer to as OEM/Tray processors. When you get one it will often just be in a tiny clam-shell plastic case with some paperwork
In CPU-WORLD website if the processor was sold in Retail it would show at least two part numbers. One will be the OEM/TRAY part number and the second one would be the Retail Box part number.
