Using 2 different GPUs

I currently have a motherboard that can support 2 GPUs (crossfire) and I recently upgraded from an RX480 to an RX VEGA 64. My question is can I use the RX 480 as a capture card on my device even with the RX Vega 64 running everything? (I will not do crossfire)

Do you mean as an encoding card? If so, yes you should be able to. Heck I've used an AMD card with a cheap NVidia GT 720 to encode video. The hard part is making sure that your software sees and uses the correct card. In OBS you have to make sure you're using the advanced view mode to change the video adapter used for encoding.

YES you can

run your game on your Vega and Capture the game with OBS Studio + AMF Encoder Plugin
you can choose your video adapter in "Advanced" View-Mode in Encoder Tab

ps i tested it with my RX580 4G + RX460 2G (low profile)

PC: R7 2700X @PBO + RX 580 4G (1500MHz/2000MHz CL16) + 32G DDR4-3200CL14 + 144hz 1ms FS P + 75hz 1ms FS
Laptop: R5 2500U @30W + RX 560X (1400MHz/1500MHz) + 16G DDR4-2400CL16 + 120Hz 3ms FS
