You can download and install latest Windows 7 Adrenalin 19.9.2 Drivers and install them on Windows 8.1 at your own risk. They do "work".
I have not tried Adrenalin 19.9.3 yet.
This is not ideal but is an option until Windows 7 EOL on Jan 14 2020.
After that I do not know what the options are for Windows 8.1 Users other than moving to Linux, in which case the AMD Drivers do not even have a GUI on popular distros like Ubuntu.
Nvidia still provide Drivers for Windows 8.1. so that is another option.

there is no reason to still use Win8.1
Win10 has good performance and is more secure than Win7 or Win8 or Win8.1 (and lets not talk about even older versions)
btw - there is an old Win10 Version that still allows you to upgrade FOR FREE from Win8.1 to Win10 - just google it
Many people will want to keep off Windows 10 for as long as possible.
I still use Window 8.1 as my main Windows OS and I have no intention of moving from that for a long time.

much more stable? NO ITS NOT! Win10 is very stable (only had 1 BS when i OCed my Ram extreme)

Microsoft even admit themselves that Windows 10 Users are Alpha Testers for unstable code:

It has been the most unstable Windows OS I have ever used and it has cost me lots of time since I started having to use it to test DX12 games.
Just go look at articles following every major version update since it launched.
I have lost count of how many times I had to give up and simply do clean install of Windows 10 since it launched ~ end July 2015.
There are many other reasons not to use it.

Windows 8.1 64bit I have had to do 1 full reinstall, due to a .Net FrameWork Update issue since Windows 10 launched.
Windows 7 I had to do 1 full reinstall, due to a bad optional software driver causing an unrecoverable BSOD on one laptop.
