This is game issue or amd? Why gpu and cpu not fully used at this game. But at main menu gpu suage is higher than in game?

Loading always seems to ramp up usage. The minimum requirements of the game is gtx730. Your gpu is easily 10x that. I assume that your gpu is substantially more powerful than anything that game can muster. In game settings you can make it more graphically intense by using settings from below link:

Looks like in game settings can go to ultra, so if your playing in medium settings you may be reducing quality of max performance of the game
