I've been having this issue since I first got the game, today was my first actual dive, and then my PC shut itself down on the results screen of the dive. Why is my GPU using 195 watts even though it's rated for 190? Why does this game refuse to work? What does OVR (something to do with my VR HEADSET) have to do with this? there's nothing in the event log other than "the shutdown was unexpected"
Is this the only game that causes your system to crash? If that's the case, I recommend you search on forums for the game to see if others are experiencing similar problems. The recommended Adrenalin driver for your RX 7600 XT GPU is the latest one, 24.12.1; I would certainly install that version. I might even use DDU in safe mode to uninstall the older Adrenalin driver files. Have you updated your AMD chipset drivers? Download AMD's autodetect tool 'Windows 10/11 drivers' and let that install your chipset drivers automatically.
Let us know if those suggestions lead to a solution. As for the power draw you are experiencing, perhaps you should tell us more about the components you have installed, including your case cooling and PSU.
I already have Adrenalin and 24.12.1 installed, and I doubt I have any other drivers since this is the first time I've had an AMD card, the NVIDIA drivers are uninstalled, though
190W is "typical board power" not the max. Depending on board design, reference or partner model, it could draw up to 225W (150W + 75W) with a single 8pin PCIe and more if the manufacturer added a second connector and OC via vBIOS. What card do you have?

Yes, factory OC model cards can certainly pull more power than the reference 190W spec.
The 7600XT Gaming OC card has two 8pin PCIe connectors which means Gigabyte gave it an extra connector, presumably to support more than 225W.

What power supply do you have? Does it have dual PCIe cables or using a splitter?
Yes, it has both connectors in, I have an RM650. I'm pretty sure it came with the dual connectors. both power indicators on the card flash when the game shuts down
The Corsair RM650 should be able to handle the load (62A on the +12V) but a shutdown could be protection circuit kicking in. It should have two 8pin PCIe cables included, make sure both are connected to the graphics card and fully seated.
