Why can't I open AMD Radeon Settings?

​I tried to open the settings and check the new functions and the like, however I could not, because the settings do not open, an icon appears on the system tray. Prior to this, drivers stood 18.11 and as I installed 12/18/2/18/12.3, this problem arose. Reinstalled the driver, did not help. Help me please

uninstall the drivers via ddu and in windows safe mode ---> disable your antivirus ---> install new drivers

Fixed the issue for me

In addition to this great advice from @mixg56, often when Radeon Settings isn't working, you can also just do a second express install of the same driver over the existing one and often that fixes it too.
