The Outlook Reply-All shortcut of Ctrl-Shift-R is overridden by Radeon Software to bring out the minimized view. This is true when the shortcut is both set to something else and unset completely

This is very normal. Probably Radeon software prevents other programs from posting AMD's shortcut to a different program. Therefore, try changing the shortcut with Radeon Software settings.

As I said, even with the shortcut remapped or unmapped, it still responds to open Settings
