Just switched to an AMD build, looking for some tips/settings for under clocking and other ?s

Hello, I just did my 2nd rebuild and switched to AMD (even though I wish the color was pink instead of red) after over a decade of intel/nvdia. 10600k and 3070rtx to 9900x and 7900xt phantom gaming. running 64gb ram, this is a dual focus workstation (Adobe/affinity, some video editing (premier), AI modeling (eventually high load ML) and coding, and of course, some good old gaming (I play a wide range).


After a day I have a few questions after some noticing some differences.

 

The first thing I noticed is downloading POE2 on Steam brought PSU temp to ~85C, which was a little concerning, but before full install of drivers and AMD software were downloaded (I havn't downloaded anything since but this seems a little concerning but fine for 20min of downloading?). I was wondering if there was a way to maybe set a ceiling on how much power my PSU is using for downloads, as I'd rather have something a little slower if it means it won't run so hot. I tend to hold on to my PC parts for a very long time (average about 5-7years for rebuilding upgrades (big F** you to nVdia for making me do it early with 8gb of RAM that couldn't fit my new AI models).

While were on the topic of temps/care, it's winter now and I keep my house at about 58-63(F) (because I'm poor, am environmentally conscious, and feel things store better (especially electronics) at lower temps). This means I'm less concerned about heat and clock (It's nice to use less heat from my room with a rig in it) although I noticed it's alot louded than my 3070, is there some recommendations for undervolting/changing clock speeds for a focus on less noise without much loss in performance (really enjoying the new POE2 graphics and having settings up pretty high, right now its running at around 80FPS which is a sweet spot for me on single playergames but it's a big loud)? I noticed AMD Adrenaline has a undervolt setting but there was a lengthy warning about experimental/instability possibilities. From what I can gather seems like nothing to worry about but was trying to get some advice as alot of people are saying it's better just to put up settings based on your specific use case.

 

In the summer it gets in the high 90s even 100 sometimes and my AC is pretty dismal (so house closer to 70 Degrees), where I'm planning on undervolting even more to really constrain heat, so was wondering what some settings for that might look like, and also if theres a way to have multiple presets?

While we're on presents that brings me to my next issue. I"ve noticed there's only one present for custom display in my MSI motherboard, but I also notice (I think it's AMD software but I'm running a MSI tomahawk 650b so not sure) that shows up on bottom right of my screen that seems to change display based on different apps (games, microsoft word, etc). They seem decent but I'm very light sensitive and find I usually like to use different settings for different times of day/activities. One thing about my old build is it was very consistant about developing desired display without messing around in settings. I noticed I have been playing alot and when I use something like window media player to watch something the settings do not transfer very well but I haven't found a way to make multiple presents/auto display work very well.

 

Lastly I noticed a strange I think bug while playing POE2. Highlights in general felt very overpowering when I first opened up, seems like it is  a combination of not ideal display settings and graphics in game settings, and while it's kind ridiculous in main screen in game it actually looks really good. Although in "town" areas (areas with other players where FPS seems to take a big hit) when I move crazy intense highlights cover pretty much every pixel, but go away when I'm standing still. Seems like it might be a frame generation issue or something? Curious what you guys might think or some settings that might change it. I'd compare it to the same "town" settings in my old setup but it could barely run that place at 20FPS so I didn't notice any unusual hightlights if there were any at all since I mostly just wanted to close my eyes/leave asap due to choppyness (guessing it was a vram and cpu bottleneck).
