Frame Drops and Crashes with OBS and Fortnite

I have exhausted all of my options and am having extreme issues with OBS and Fortnite... so here I am! ANY AND ALL HELP WOULD BE MUCH APPRECIATED!

So I have had my ASUS - TUF Gaming A16 16" 165Hz Gaming Laptop FHD-AMD Ryzen 7 7735HS with 16GB DDR5 Memory- Radeon RX7600S 512GB PCIe SSD and use OBS to stream my Fortnite gameplay to Twitch. I have used this computer to play this game and stream for a year and a half without issue, and this month I am having extreme frame drops while streaming, bitrate tanking, as well as issues connecting to the Twitch server to stream via OBS. I went through my internet service provider to troubleshoot the issues (I have spoken with people through OBS troubleshooting/forums/discords and told it was a connectivity issue) - I was told they found the problem and it was fixed (my ISP even sent a crew to my neighborhood to fix the issue). Streaming worked for about 1 week or so, and now I am back to frame drops (in game and on stream), bitrate tanking as well as stream crashes.

I have tried updating my AMD Software, changing my GPU settings on Armoury Crate to high performance or turbo, trying to dedicate Fortnite strictly to my GPU using high performance mode in my windows settings, got a new router and modem, updated OBS, updating my drivers on my computer, done Twitch Bandwidth testing, you name it... and I cannot stream or play games without frame drops, lag and stream crashes. I also stream hardwired to my router/modem with an Ethernet cord. Is there anyone that would be able to help me further with this? Could this be a CPU issue? Is Fortnite not using my dedicated GPU, causing my CPU to be overloaded, creating lag and frame drops when playing/streaming?  Thank you so much in advance to anyone who is willing to try to help me on this - I really appreciate it!
