1080P is the maximum supported on the R9 290 using VCE. Not sure about other software, but our community members might have some suggestions.

Video recording is never done lossless, that would result in huge amounts of data.
For example, uncompressed 1440p video at 60 FPS with standard 32bit color would result in over 7Gbit per second.
But to answer your actual question: Yes, you can record 1440p video, but it has to be downscaled to 1080p (which doesn't really matter, because it's compressed lossy either way).
I have used OBS (with VCE) before and it runs really well.
You just have to set the downscale to 1080p.
Window capture works well for borderless and window mode.
If you have a good CPU, you can also use the regular OBS and run it on the x264 mode, which will make the CPU do all the work, instead of the VCE.
