Dear community,

I don't know since when, but according to Task Manager, my Ryzen 3 1300x CPU does not go above 39% frequency and 1.37GHz, while base speed should be 3.50GHz. I have read many suggestions and tried various solutions. Some details:

1. If I boot in Safe Mode, there is no problem. I ran Prime95 to confirm 100% CPU usage and 3.50GHz

2. In Normal Mode, it's capped at 39%, even when running Prime95

3. Temperatures are normal

4. I tried changing the Windows Power Scheme to high performance, no luck.

5. I removed Nvidia Geforce Experience (online suggestion), no effect.

6. I downloaded and installed the latest AMD drivers

What could it be?

Some Specs:

MB: Asrock AB350M Pro4

CPU: Ryzen 3 1300x

RAM: 2x8 Corsair

GPU: Geforce RTX 3060 Ti

If safe mode fixes the issue, I'd guess software is applying limiting the CPU.

Do you have Ryzen Master (or other similar CPU software) install and any tuning applied?

I have installed Ryzen Master. In the Current Profile tab it shows Peak Speed 1.55 GHz for each of the 4 cores. Voltage control = 1. 

Now, if I open Game Mode it show this profile:

I have to reboot for it to take effect, but it does not actually change anything.

I suggest reverting any settings or custom profiles, etc that have been applied via Ryzen Master -- revert everything to default.

The idea here is to identify and remove any software, settings, etc that may be causing the CPU to run at 39%.

Do you have any other software on your PC that might control or limit the CPU?

Hi, thanks again! It turned out to be outdated bios drivers..
