The X3D CPUs are very efficient and won't draw as much as its X only siblings. Example Given: the 7950X vs X3D.
You won't need a mega expensive flagship board.
So my advice is: go for the best board regarding your needs and compatibility, don't cheap out as well. A B650E Strix E from RoG will be an outstanding choice even against some of the top line X670.
Don't forget to check the QVL listing and buy compatible memory sticks, if they have EXPO certified, even better.
Then check if you are going to need WiFi, 7 segment troubleshooting display, GPU release button and more or less IO.
