Hi,

vCore voltages are not static, they oscillate according CPU needs.

normally, they can range from 0,4v to 1,49v

So... 1.3v its within range. 78ºC during gaming is also very normal and nothing to worry. Its actually a good average and FAR FAR away from throttling zone.

If you have the stock wraith cooler, it can get 80ish high. Although its not a comfy temp, its still not near throttle zone.

You can try toundervolt or curve optimize if you want, it should bring down the temp a bit.

Will it void warranty?

Any tinkering should be done at your own responsability.

But undervolting doesn't do any harm to the CPU, its the other way around. Only thing that can happen is an unstable system until you find the right undervolting values.

You can even do this in Ryzen Master.
