ryzen 5 1600 low cpu usage

my cpu is barely being used in games around 10 - 20% the only game that will use it is hello neighbor which is around 80% and runs very smoooooooth but other games are very stutterer and my gpu is a gtx1080 and i have 8gb of ram runing at 3200mz which i did try lowering it to 2400mz

This might be more of a Nvidia Driver than CPU problem. I have seen in Nvidia Forum people complaining about stuttering. Try posting there and see if they have any solutions ; https://forums.geforce.com/default/board/33/geforce-drivers/

i have tried lots of drivers and gpu's its not a gpu roblem

Crapvidia issue not AMD issue last crapvidia updates been a horrible rushed mess know of 10 other experiencing issues with rush driver issues. They been having issues for months but locking forums enjoy the bs & lack of help from Crapvidia wanna fix your issue suggest to sell you crapvidia & go AMD card you be way better off will gain alot of preformance on the spot as well. AMD cards are so under rated I switch to AMD cards a while ago & drivers are alot smoother dont get the studder & issues that been plagued with crapvidia atm.

That's weird are your chipset drivers upto date & what about your bios settings might be a setting been bumped in your bios. Even an idea would be update your bios version & do a chipset update while your there could be a driver out throwing the usage out.

I suggest hugely be drivers issues Nvidias had a horrible few drivers struck 1 on my stepsons 660gtx build. 10 has been horrible with updates to. I got the horrible double wammy nice windows error screens after a while on SSD. So thinking now be OS & driver bugs. Find an earlier 1080 driver whick worked for your build & throw a fresh install over your build. Find a usb & load up all your chipset drivers & load them up fresh with fresh OS. Might do a difrence worth a try. How many Watts is your PSU & is it a decent quality PSU.
