I have a 5700X and in all-core tests it clocks at 3.85gHz. This is at everything set at defaults, PBO off. The temperature during the test is about 55C. Single-core is 4.65gHz which is normal.
Some reviews I have seen online say that 3.85gHz is the normal clock, but others have it at 4.05gHz in the same tests.
What is the difference? Why are some people getting +200mHz performance more? What does yours clock at?

For those seeing behavior like this, I think my motherboard was supplying too much voltage. I used curve optimizer in Ryzen Master and it assigned -27 to -28 voltage offset to all of my cores. Now they run at 4025 mHz all-core with no overclock and PBO still set to off.
Not sure but maybe temps? the cooler the cpu the higher it will boost, so check that, do a run normal then set fans to 100% give like 5 mins then test again and see if there is any difference.
ps: you want PBO ON as it is what manages the boosting in multi.

Temps under stress test are 55C with a Dark Rock Pro 4, way below the point that clocks would start to get pulled back. I know that I could turn PBO on and it would boost higher, I'm just wondering why there seems to be a discrepancy between different CPUs at stock settings.
Silicon lottery is a thing believe it or not, so as long as they reach the stated by AMD the rest is bonus
not that it helps but.
silicon lottery definitely doesn't apply to stock, power-constrained clocks, especially not at 65W.
Try turning off 'cool & quiet' and 'spread spectrum' in bios.

Here's the PBO settings I use on my 5700X - it boosts to 4850MHz single core / 4650MHz all core
PBO set to Manual
PPT Limit increase from 76 to 140
TDC Limit increase from 60 to 90
EDC Limit increase from 90 to 140
(those are essentially the stock limits on a 105W TDP chip like the 5800X)
CO (Curve Optimizer) All-Core -25 (-30 was unstable)
CPU Boost Clock Override (Auto OC) +200
