Ryzen 5 5600x always at max clock?

Hello,

I'm still pretty new to everything but I have tried manually overclocking my cpu to 4.6ghz ratio at 1.275v the temps are very good for me so I stayed with these settings, now my problem is the clock speed is always 4.6ghz even when idle, I also have power plan at balanced with min processor state at 5% but it doesn't do anything.

My question is, how do I fix it?

And is it safe to be always at max clock?

If you changed the multiplier in bios to x46, then that will be it ?

Maybe you should list (or post pics) of all the changes you made, for someone to offer suggestions.

And what cpu cooler are you using.

My PC- Ryzen 5 5600x, B550 aorus pro ac, Hyper 212 black, 2 x 16gb F4-3600c16dgtzn kit, NM790 2TB, Nitro+RX6900XT, RM850, Win.10 Pro., LC27G55T.

The only changes ive made was changing the ratio and voltage to fix my temps.

And my cpu cooler is an nh d15.

Other specs are: b550 aorus elite v2, x2 8gb 3600 cl18 and a kingston a2000 1tb m.2 nvme

 

The only thing I wanna know is, is it safe to be always at 4.6ghz even at idle?
