I play a game and it's at 1,36GHz. I do nothing and it's on 1,36GHz it doesnt matter it always runs on the same GHz nummbers.

GPU: MSI gtx 1060 3gb armor
Ram: 8gb hyperX
That's pretty slow. Look at CPU settings in your BIOS. Otherwise your OS may be doing some sort of power conservation. But it sounds more like something is set wrong in your BIOS. Is everything speed related like multiplier and FSB speed set to Auto or manufacture's recommendations? What OS? Which mobo and Bios revision?
I didn't touch nothing because I dont want to brak anything and I'm now running on Windows 10 but before on8 but it was the same
Your Bios screen shows it running at 4.0GHz so it must be Windows or the software reading speed in windows is wrong.
But my pc is running slow in games and so on with a quite good set up. Or is just my cpu bad? Because games like league of legends run on 40fps!!!! With a gtx1060 so I don't know what's the problem.
Go to a PC repair shop and ask them to change the thermal paste on the CPU with the best stuff they have and to clean it.
