According to your picture, the CPU is not under much load, therefore the frequency will not max out because it's not needed, as it clocks up and down in 1ms based on need in order to save power and reduce heat.
And to post a comparison picture with mine, I'm running a game with restricted FPS so the load doesn't hit 100%, so it's running at less than 4300mhz.
