I have FX 8300 and when it reach 53-54 temp it drops to 1406.7 ghz.Please can u help 

 me i cant play any game.

Perform thermal paste replacement. If you do not know it, get help from someone who knows.

get some arctic mx-4

clean up the old thermal material completely 

use a very tiny amount of mx-4 and spread it with a bank card, needs to be very thin

better to get the newer mx-4 which is non conductive

I did it but now i think my psu LC Power not working good,it drops a lot when i play games.

If your is not delivering adequate power this can be problematic as well.

I use an expensive HX1000i which is overkill today. The less expensive RMi650i is popular. The RM650x is even more affordable/

Please if u can help.My CPU speed goes down from 3.3 ghz to 1.38 - 1.40 ghz when i run stress test or in game that use  70 - 80 % cpu,i think its not overheat i changed thermal paste and i have Hypen 212 EVO.

if a  machine power is inadequate the CPU will slow down as much as overheating will do it
