The problem:
I am experiencing periodic hard lag spikes on this machine. I don't have a discernible trigger, and they can happen at any time, regardless of what I'm doing. They're particularly noticeable when streaming video, playing games, or actively typing.
Manifestation: When streaming video, the video stutters but doesn't usually tear. Audio continues to stream just fine. Any input to the computer is put on hold. i.e, I can no longer type. After the lag event finishes, everything rushes to catch up, and all my entered characters are inputted rapidly and the video flashes forward frames. Interestingly, just after a lag spike, windows explorer typically shows up as not responding for a split second in task manager.
I'm attaching video of a lag event with a bunch of windows open tracking it. It doesn't seem to correlate at all with hard faults. I've looked around all over the internet and I have no clue why this is happening. It's been plaguing me for months.

Troubleshooting steps taken so far:
1) Reseat Ram
2) Reseat Processor
3) Remove one GPU and Test with the other
4) Test with only 1 monitor
5) Remove and reinstall chipset driver
6) Remove and reinstall graphics driver
7) Modify SOCvoltage in Bios
8) Rest bios to default values
