RX 580 Runs HDMI and has lights on but will not run to support gaming or other uses

About two months ago I had first noticed a problem with my RX 580 when I downloaded PUBG and accidentally turned up a setting which overloaded my GPU causing it to black screen me. After I had solved that problem there was instances where every couple of days while playing Escape from Tarkov ( I could run this game perfectly fine before the PUBG mishap) my monitor would black screen and I would need to take several hours before it even ran again (I didn't know at the time but it was due to the fact that my GPU would simply turn itself off) and when it did run again, every game I opened would run at less than 1 fps ( I counted) sometimes even taking up to a minute to render 1 frame. My solution to this issue was to unplug the PCI-E cable that connects it to the Power Supply and reconnect it, simple as that, and it worked. Up until yesterday while I was playing GTA V. It black screened as normal but this time I realized that my GPU had entirely stopped working. So I figured this was the same as the rest of the times and unplugged the PCI-E cable and plugged it back in. Well ever since then, my GPU has not turned back on. I've tried putting the GPU in the secondary motherboard slot, to no avail. I've looked in my drivers to see if I've missed any new ones, tried different PCI-E cables, considered the fact that it might be a PSU issue and checked my output compared to my need and it is quite adequate. My specs are AMD Ryzen 5 3600 CPU, 32 Gb of Corsair Vengeance RAM, AMD RX 580, EVGA 650 W PSU, B550-F GAMING ROG STRIX motherboard.

Sounds like a game update cache issue. I've run into similar issues on the Steam Gaming Platform.

First run a file integrity check of all games you regularly play. For the last year I've done this I constantly get missing files that Steam does not repair/load unless I do one thing.

Delete the Steam Game Update cache. This forces Steam to check load and repair any missing game files.

Make sure you know your login and password because doing this will remove the auto fill remember me part of logging in. Your password and login will not be deleted you will just have to manually log in after completing this process.
