RX 5500 XT Low Fps Problem

First of all hello AMD communityI've been using your processor and video card for about 2 years.In the first year I bought the computer, I did not have any fps problems in games.but i am experiencing serious fps drop in 2nd year games.

My System:

CPU: AMD Ryzen 5 1600AF
GPU: AMD Sapphire rx 5500 xt 4gb
SSDSanDisk 500GB Ultra NVMe M.2 SSD
HDD: WD Blue 320GB (2007)
RAM: XPG DDR4 3200 2x8GB
MBD: Gigabyte GA-B450M S2H V2
OS:Windows 10 Pro

I think the problem is caused by the processor, but I tried ll kinds of things, but still couldn't solve it.
I overclocked my cpu, i increased it to 3.20 - 3.70 ghz.but still the problem is not fixed.I formatted many times, updated my driver, updated my bios, but the problem is still the same.
I did some game tests so you can better understand the problem.

as you can see in the test results graphics card usage keeps going up and down,Even if the graphics settings are on ultra or low, my fps value is always the same.I think it's bottlenecking.
We tried every way to solve it with my friend, the result is the same.
So i need help from amd community.Please listen carefully to the tests I took, if there is anything I need to do, let me know.

I don't think it's the cpu bottlenecking.

I was watching the CSGO your running 110 fps with ~+/-10 frames...

CSGO is a CPU bottleneck game. I did see some tearing on the V-sync. you might try higher Resolution land see if it pools more memory

Cyberpunk runs ok on a super computer and not much else.

Rocket leauge is another cpu clock fps title

Sorry, I didn't understand what you said, can you explain?
if you look at the all the games even if the settings are at the highest the fps is the same even at the lowest I wonder why this is happening when I first got the computer there was no such problem

Was there ever a fix for this? I’m currently suffering from this issue and cannot seem to figure it out. I’m utilizing a Ryzen 5 2600x w/ ASUS rx 5500 xt 8gb.
